Xporter Post Function is not available in Workflow transitions for Team-Managed Projects

Description

When editing Workflows in a Team-Managed Project, the Marketplace Rules – Xporter option is missing from the list of available rules.

How to reproduce

1. Create a Team-Managed Project
2. Navigate to Project Settings and select Work Types
3. Pick an Issue Type
4. Select "Edit Workflow" at the top of the page
5. Click on a transition and choose Rules, or use the "Add Rule" button at the top
6. Observe that Marketplace Rules – Xporter is not available

Actual result/Attachments

It is not possible to create an Xporter Rule in a Team-Managed Project.

Expected result

Xporter Rules should be available in Team-Managed Projects, as they are in Company-Managed Projects.
