As a Project administrator, I'm able to manage templates on the project level.

It creates additional overhead for admins to be the only ones who can upload or add templates to Xporter.

Project Administrators will be able to manage all templates available for the project.

Xporter will provide the following actions:

• Create
• Edit
• Delete
• Download
• Set as Default
• Define Template Scopes
• Default output format
• Active output format
• Default page break (if possible)
• Include attachment (if possible)

This screen must be based the current screen from Xporter administration.

ACs

• Only users with project role "Administrator" are able to manage these templates.
• Users are able to
  • Create, edit, delete templates
  • Define the default template
  • Define the default output format, active output formats and the default page break (if possible)
• Install templates from Xporter Template Store
