As a User, I can create/manage scheduled reports

This feature should be available on administration section and user profile page.

Required fields:

• Schedule time (Cron expression)
• JQL or filter name
• Template Name (can be an Automated Template, if it's an Automated Temp. the previous field is not mandatory)
• Output type(This value can be a file generated placed on File Server)
• Output format
• Filename(This should provide a way to get the current time)
• Action:
  • Place the File in a Remote FS
