As a User, I can export Jira issues data without select any issues (Xporter Reports)

Feature name: Xporter Reports

The page must be based on Bulk export screen.

This screen must show all templates with Scope: Xporter Reports, possible output formats, an option to define the final report name and a section where the template description will be showm.
