When using Xray Notifications: Test or Pre-Condition Updated, even if the user has "do not notify me" option selected for personal changes, the notification email is being sent

Description

Xray Email Notifications are being received even when are defined as "Do Not Notify Me" under the Profile. The same situation is not seen when we perform changes in fields that are Jira's.

Pre-conditions

How to reproduce

1. On Profile under Preferences choose Do Not Notify Me
2. Under Project Settings >> Notifications >> be sure that you set the user to receive notifications on Test or Pre-Condition Updated.
3. Go to a Test you have created
4. Add/modify a Test Step
5. Check the email

Actual result/Attachments

Currently, even if the user has the Do not notify me option configured, a notification is sent to the user whenever the user makes a change on the Test.

Expected result

The option set under User Profile should be obeyed. So the user should only receive Notifications about changes made by other users.
