If the user configure Disallow executions with workflow statuses, and then if they try to change the Test Run assignee then its throwing an permission error

Description
If the user configures any Disallow executions with workflow statuses, and if they try to change the Test Run assignee then its throwing a permission error.

"An error occurred while assigning Test Runs

User sandeep.gurram does not have permission to execute in this test execution"

Pre-conditions
Go to Admin Settings >> Manage Apps >> Xray >> Miscellaneous >> Workflow Status

Disallow executions with workflow statuses

Note: Restrict tests execution to assignee option is unchecked

How to reproduce

1. Go to Test Execution.
2. Change the status to one of the disallowed statuses.
3. Now try to change the Test run assignee for Test run.

Getting

User sandeep.gurram does not have permission to execute in this test execution"

Expected result
To be able to change the Test Run Assignee.
