As a system, it's not possible to upload new attachments into Test's Manual Step Dialog and Test Run Steps' Actual results

Description
In Jira  9.12.10 ,9.12.8 ,and 9.16.0 are not supported to upload new attachments in the Actual Results - Test run steps.

Update:
It's not possible in Test Steps either in version 9.12.10, 9.16 and 9.17.

How to reproduce

1. Create a Manual Test with a Test Step
2. Try to upload an attachment by "Browse" attachments .  Bug
3. Create a Test Run
4. Try to upload an attachment directly in the Actual Results section Bug

Expected result
It should be allowed to upload attachments into the Manual Test Step dialog and into the Actual results
