'Max number of issues to be exported' doesn't work as expected

'Max number of issues to be exported' doesn't take in consideration all issues in the export

How to reproduce

1. In global Xray miscellaneous configuration set the Max number of issues that can be exported to 1000
2. Create 900 Tests and for each Test create a linked issue
3. Create a template to export Tests and linked issues
4. Run the export against the Tests

Actual result/Attachments
The export will have info from Tests and linked issues totalizing 1800 issues exported, despite the 1000 limit

Expected result
Export should respect the limit set in global configurations
