As a user, I can move Test Steps to a position

Users must be able to move existing Test Steps on a manual Test to a specific position. This feature should be very similar to moving Tests within a Test Set or a Test Execution to a specific position.

A popup must be displayed for the user to choose a specific position within the Test Steps. Positions are 1 based.
