Pre-conditions: NA

How to reproduce

1. Go to Jira admin >> Miscellaneous >> Usage Metrics >> Enable Xray Analytics >> Uncheck this option

Actual result/Attachments: 
Analytics cannot be disabled.

Expected result:  Analytics should be disabled.
