Error on iteration step migration is causing the migration to fail

Description

When processing the iteration steps the on cloud an error occurs that is causing the migration to fail

How to reproduce

1. create a project
2. create a test with the following structure
   1. step 1
   2. step 2
   3. step call to test B
3. add one iteration to the dataset
4. create and open a test run
5. go back to the test and delete step 2
6. migrate to cloud

Actual result/Attachments

The migration is failing when processing the iteration steps

Expected result

The migration completes with success.
