Test Coverage not migrated if you have a project with no XRay data other than the requirements and linked to a test project.

Pre-conditions
Create two projects, one with requirements and one without any Xray entities. The second one with Tests and link them with the first one.

How to reproduce

1. Create a Story
2. Create a Test in the other project and link it to that Story
3. Migrate to the Cloud

Actual result/Attachments
Test Coverage for Requirement Project is not configured.

Expected result
The configuration should be migrated.

Workaround
Manually add the issue types to the Coverable Issue Types section.
