It is still possible to add precondition to test when in an uneditable status

Description
When we give a Jira status the uneditable property (jira.issue.editable = false) and apply it to the precondition, we are not able to add it to a test from the precondition issue, but we are able to add the same uneditable precondition from the test issue.

Pre-conditions

How to reproduce

1. Go to Project Settings >> Workflows >> select the pencil (Edit) for the workflow being used
2. Select "View Properties" from the status you want to test, In my case I used "DONE".
3. In Property Key add "jira.issue.editable" and in value "false"
4. Go back to the workflow page and publish the changes.
5. Create a new precondition and give it the status with the uneditable property
6. Create a new test and click "Add Pre-Conditions" in the Pre-Conditions section.
7. Select "Existing Pre-Conditions" and pick the precondition previously created.

Actual result/Attachments

We are able to add this precondition to the test

Expected result

This precondition should be blocked from being added to the test, or not show in the search menu.
