Xray Test Run Archiving should allow the service to run more than once per day

Even a Jira admin schedules the test run archiving to run more than once, e.g., every hour; Xray archiving won't run more than once per day. This was made to avoid performance issues, but it must be removed. 

Jira admins must be responsible for configuring the service to run at the appropriate frequency. The only restriction being that the service can't start if another is still running.
