Test manual steps are not rendered in correct order on Xray Cloud after migrating from DC

Steps to reproduce:

1. Create a Manual Test Step
2. Add two steps
   1. Step 1 Action: "I should be in second position after import."
   2. Step 2 Action: "I should be in first position after import."
      
3. Create a test execution and execute it to any status
4. Return to the Test and drag the second step to the first position
   
5. Return to the Test execution and "Merge" the new Test definition
6. Run the migration; the Json fie containing the Test Run information will have the original steps order instead of the new one
