[Xray]Override Assign Test Runs is not working as it should

Description

When we enable the [Xray]Override Assign Test Runs, the user is supposed to be able to change the assignee of a Test Execution, but unless you are an admin, you receive the error: "You do not have permissions for this TestRun, or the Test or test Execution are in a non executable workflow status."

This feature was working until the 7.10.2 release and it seems to be related to the Bug - XRAY-10367. 

How to reproduce

1. Enable [Xray]Override Assign Test Runs
2. Go to a Test Execution
3. Try to change the assignee to a non-admin user

Actual result/Attachments

Expected result

The user should be able to assign the Test Run to another person.
