As an Admin, I should be able to view System Audit Logs to track when the "Enable Xray Requirement Coverage" setting is enabled or disabled

As an Admin, I should be able to view System Audit Logs to track when the "Enable Xray Requirement Coverage" setting is enabled or disabled.

Whenever a Project Admin enables or disables the "Enable Xray Requirement Coverage" option, the System Audit Logs should capture and display the date, time, and user who performed the action.
