Using Test Case Importer, the "Tests per Test Plan" field is not respected

Description

When we use Test Case Importer to import Tests into a Test Plan, the number of Tests imported can be higher than the limit allowed in the Miscellaneous field "Tests per Test Plan".

Pre-conditions

Have a "Tests per Test Plan" field configured to receive 10 Tests.

How to reproduce

1. Import more than 10 Tests using Test Case Importer

Actual result/Attachments

The Tests are imported.

Expected result

The limit should be followed as happens when we add Tests via UI{}
