Document Generator button shows in teh Release and Boards Screens even for projects not Xray configured.

Pre-conditions

• Create a project but do not configure Xray for it.

How to reproduce

1. In the created project, open the Release screen and navigate to one of the versions
2. Here the Document Generator Button will show and we are able to click on it

Actual result/Attachments

• The Xray's Document Generator shows and is usable
• However it shows an error because no template is configured for this project/scope.

Expected result

• The Document Generator button should not show in this project, as it does not have Xray configured. **
