Unable to set "Manual Test Steps" field as Required

Unable to set the "Manual Test Steps" field as required field.

How to reproduce

1. Go to Jira Administration >> Issues >> Fields >> Field Configuration
2. Search for the Manual Test Step field and under Actions configure it as required

Actual result/Attachments
When creating a Test, the Manual Test Step field shows with the *red asterisk as if it were required, still you can create the Test without having to add a Test Step.

Expected result
It should not allow to create the Test without filling the field with a Test Step.
