Cannot add Test Step attachments in edit mode

Description:

In edit mode Test Step attachments added are broken, whereas the Step attachment added in view mode is working. The same is the case for a new Manual Test Created.

Pre-conditions

How to reproduce

Create a Manual Test with a Test Step attachment in the Action or Data or Expected Result Or Open a Manual Test in edit mode and add a Step attachment to the Action/Data/Expected Result.

Actual result/Attachments:

The attachments added in the edit mode of an existing issue or in the create screen of a new Test are shown as broken attachments.

Expected result:

The attachments should be added and shown on the Test Steps correctly.

Workaround

Add the attachments in the view mode after creating the Test issue.
