Test Step drag and drop is not working as expected

Description: Test Step drag and drop is not working as expected

Pre-conditions: NA

How to reproduce

1. Create a Test case.
2. Add more than 10 Test steps so that the scroll bar appears.
3. Drag up a Test step, and observe that the scroll is not working.
4. Drag down the Test step, and observe that it sometimes works and sometimes does not. 

Actual result/Attachments: Video attached.

Expected result: Drag-Drop scroll should work.
