As a user, I would like Xray to have a default workflow pre-installed with the app

Current Behavior
After installing Xray, admins must create or adapt a Jira workflow for Xray issue types (such as Tests, Test Executions, Test Plans, etc) manually.

Desired Behavior

• Xray should include an optional default workflow (or set of workflows) automatically added on install/upgrade.
• Admin can opt in via an "Add Xray Default Workflow" action in the project settings.
• The workflow(s) are applied to a sample project template or made available to link to existing projects.
• After opting in, I should be able to immediately transition Xray issues through the default workflow without additional config.
