Disable analytics metrics job run for all the user

We have disabled(hide) the "Usage Metrics" setting to enabled/disable Xray analytics for the user, as part of XRAY-10434 ticket.

Now, we also need to disable the job that runs for analytics/metrics.

Solution:
Either we have to disabled the entire job, so that it doesn't load at all.
Or we can pass 'false' flag for the check if metric is enabled.
