As a user, I can configure the column layout on the Pre-Conditions table on the Test issue view screen

The user must be able to configure columns for the Pre-Conditions table on the Test view issue screen.

The default columns are:

• Rank
• Key
• Summary

The mandatory columns are:

• Rank

The user can't remove or reorder the mandatory columns.
