Global admins can override global settings on the projects even if Project Settings are disabled globally

Steps to reproduce:

1. Go to Jira Administration > Manage apps > Xray > Miscellaneous, and disable Project Settings:
   
2. Logged as an instance admin (Global admin), go to any Xray project, then Project settings > Xray Settings > Miscellaneous.

Expected results:

• The toggler to override global settings should be disabled, since Project Settings are disabled globally:
