Global admins can override global settings even on projects which are not allowed to override them

Steps to reproduce:

1. Go to Jira Administration > Manage apps > Xray > Miscellaneous, and enable Project Settings,
2. After that, add a project to the list of projects allowed to override global settings:
   
3. Logged as an instance admin (Global admin), go to another Xray project (that is not allowed to override global settings), then go to Project settings > Xray Settings > Miscellaneous.

Expected results:

• The toggler to override global settings should be disabled, since that project is not on the list of allowed projects to override global settings:

• Global admins can still override global settings for any project, even if the project is not on the list of projects allowed to override them:
