Cluster locks on Xray Issue Link actions are too generic and might cause the application to be slow or unresponsive

Steps to reproduce:

• Create two Dynamic Test Plans based on two filters
• Change the filters in a way that the Test Plans will have to delete a lot of tests and add other tests
• Open the first Test Plan. The query to delete the links gets stuck
  • The Test Plan does not show
• Open the second Test Plan; the links will not be updated, causing the Test Plan not to be loaded for the user.
