Denied clone property for status workflow, disable the Create Test button under requirement

Description: Denied clone property for status workflow, disabled the Create Test button under the requirement.

Pre-conditions: NA

How to reproduce

1. Go to project settings >> workflow >> Test workflow >> Edit
2. Select Open status and click on properties
3. Add a property for
   Property Key -  jira.permission.create.clone
   Property Value - denied
4. Publish the workflow.
5. Open a requirement issue and try to create a new Test case under the Test Coverage section. 
6. Creating a new option is not available. 
7. Now, go back to edit the workflow and delete the previously added property.
8. Create new Test option is now available on the requirement issue.

Expected result: The Create Test option should be enabled.
