Attachments from archived issues are not filtered during Xray preload migration

During the Xray preload migration, attachments coming from archived Xray issues are currently not being filtered. As a result, these attachments are still collected and processed in preload, even though Xray data from archived issues is not sent during the actual migration.

This behavior can cause confusion and unnecessary processing, since the attachments gathered during preload will never be used later in the migration.

Steps to Reproduce

1. Have Xray issues that are archived and contain attachments.
2. Run the Xray migration preload process.
3. Observe that attachments from archived issues are included in the preload data.

Expected Result

Attachments from Xray archived issues should be filtered out during the preload phase, ensuring consistency with the migration behavior where archived issue data is not migrated.

Actual Result

Attachments from Xray archived issues are included during preload, even though they are discarded during the migration phase.
