Test Steps expand/collapse state is not auto-saving

Description: Test Steps expand/collapse state is not auto-saving.

Pre-conditions: NA

How to reproduce

1. Create a Test Case and a few Test steps.
2. Expand the Test Steps.
3. Refresh the page. The test step would be in a collapsed state. 
4. If they are already expanded, collapse them and refresh the page.
5. Test steps remain in the expanded state. 

Actual result/Attachments

Expected result: The Test steps state will auto-save and should not change with page refresh.
