When assigning Test Runs, the Assignable users' permission in Jira is not being honored

Description

When assigning Test Runs, the Assignable users' permission in Jira is not being honored.

How to reproduce

1. Go to a Project Settings >> Permissions and grant Assignable User permission to a single user.
2. Go to a Test Execution
3. Try to add a different user from Point 1 to the Assignee field -> as expected, the user does not appear
4. Go to Tests section >> Click on the three dots >> Assign Test Run and search for the same user as point 2 - > the user appears.

Actual result/Attachments

Users without Assignable permissions and without access to the project are being presented in the Assign Test Run screen.

Expected result

We should obey Jira Projects permissions.
