As a user, I can use the requirement coverage charts for regression tests

Currently, the requirement coverage charts only show the requirement issues that contain the chosen fix version. When releasing a new version, all the requirements from previous versions should also be included in the coverage charts.

A new option should appear in the requirement coverage charts (project page and gadget) to include or not previous requirements in the coverage of a specific version.

The user can choose the default value for this option through the Xray configuration (Requirement Coverage page).
