Description:
Although users do not have permission to create (add) folders in the Xray Repository, they are still able to create (add) folders in the Test Plan Repository.
When the issue is in non-editable state, even then the user can add folders.

Pre-conditions
- Change the workflow state of an issue to a non-editable state.
- Remove [[Xray Test Repository] Create folders|https://docs.getxray.app/space/XRAY/301407285/Permissions#[Xray-Test-Repository]-Create-folders] for the user.
How to reproduce
- Navigate to the Test Plans Board, create/Add a folder. Try to edit/delete the folder.
- Keep in Test Plan issue in non-editable State, by changing the Workflow Status and try to create folder in the Test Plans Board. Try to edit/delete the folder as well.
Actual Result
- A user does not have Create (Add) Folder permission in the Test Repository, However, the user is still able to create (add) folders in the Test Plan Board. However, they cannot Edit or Delete the folders respecting the permissions.
- When the Test plan is in non-editable state, the user can Add folders but cannot Edit or Delete the Folders in Test Plan Board.
Expected result
- If A user does not have Create (Add) Folder permission in the TestRrepository. The user should not be able to create (add) folders in the Test Plan Board.
- If the user has Create (Add), Edit, and Delete Folder permissions, the user should be able to edit or delete the folder even if the issue is in a non-editable state.
