As a user, I can set the rank for tests within a Test Plan

Users must be able to set the rank for Test issues within a Test Plan issue screen.

This might be useful for instance for creating Test Executions from Test Plans with the current order of Test issues.

If the Test Plan Board is not enabled then the Tests are orderable by the ranking of the Test Plan (not the ranking from the board).

If the Test Plan Board is enabled, by default the folder / from the Test Plan Board should be selected and the Tests shall be presented by the ranking they have in the context of the Test Plan Board. In the later case, it will not be possible to rerank within the Test Plan issue screen; it only will be possible to rerank in the Test Plan Board.

Note: this will only be possible if no folder from the Test Plan Board is selected; therefore, this ranking is independent from the ranking of Tests made in each folder's context of the Test Plan Board.
