As a user, I can use a "Tests with most runs" gadget

A new JIRA gadget "Tests with more runs" should provide a chart for showing the list of tests that are have more runs (e.g. the numbers of tests with more runs failed) The list of tests should be provided in descending order.

Aim: be able to see the tests with most runs, for example for analyzing the ones with more failures or in some specific status that need special attention. It can be also used to simple see which tests are being more executed, for example by a given person or in a given test environment.
