Requirement Coverage is invalid when Test Sets are used to cover Requirements for empty version

When using the Requirement Coverage strategy of "Use versioned Test Sets for Requirement Coverage", the calculation is not accurate when the No Version value is chosen. Xray is not considering Tests covered that are in Test Sets without any fix version.
