Xray Reports should be shown accordingly to the issue types the project contains.

Reports are being shown independently of the issue types existing in the project and this should not happen.

Each report should be selectable depending in the issue types that the project from where we are accessing the reports contains.

For instance: in a project without Xray Issue Types but considered as a Requirement Project I should only be able to see the Traceability Report.

In a project with Xray Issue types (Test, Test Execution) then I should be able to see the reports for these Issue Types.
