Requirement Coverage Report is not correct in new report

The new version of the Overall Requirement Coverage report is not showing the correct data and is missing several tickets. The old one that is becoming deprecated is showing the correct data. I have screenshots, but I don't see a way to attach them.

I talked to my local Atlassian support person who said I can contact X-Ray personally since it would be easier to talk to you directly than through him, when he doesn't know what the issue is.
