As a user, I can change the definition of Open and Closed defects to be used in the linked defects columns of the Xray reports

The user must be able to configure wich defect statuses will be considered Open and Closed for the Linked Defects columns of the Xray reports. This configuration must be done in the Administration section.

This configuration will be reflected on the reports that contains the Linked Defects columns.
