Description
As a user, I can use the Test Case Importer to import Tests, without having to be an administrator.
In order to a standard user to be able to import Tests, he must have the permission to create issues and also a global setting at Xray must be enabled in order to make the Test Case Importer visible to users.
The option should be available under the "Tests" top menu as "Test Case Importer" in a new section, right before the Documentation option.
