As an administrator, I can define the role that user must have to be able to modify the Test Repository

As an administrator, I can define the role that users must have to be able to modify the Test Repository in any way, by defining this role under a setting in Xray's administration settings.
By default, the setting should be empty meaning that every role is allowed to change the Test Repository.
