As a user, I can move a selected folder to the top/bottom of the current parent one in the Test Plan board

As a user, I can move a selected folder to the top/bottom of the current parent one in the Test Plan board.

For this, the user will have a context action to move the selected folder to bottom and another to top.

Note: this action requires that the user is able to edit the respective Test Plan issue, thus this permission should be checked beforehand.
