As an administrator, I can define a setting to enable or disable the Test Repository and the Test Plan Board

As an administrator, I can enable or disable the Test Repository and the Test Plan Board in a setting in Xray's administration settings.
By default, the setting should be enabled.
The Test Repository and Test Plan Board icons in the project side bar should only be available if this setting is enabled.
