As a user, I should be able to access the Test Plan board from the project tab

As a user, I should be able to access the Test Plan Board from the project tab.

This option shall only appear if the project has Test Plan issues and the admin setting for hierarchical organization is enabled.
The Test Plan Board should save the last Test Plan seen, on a per-user basis and per-project basis.
The first time the user visits the Test Plan board and there is no test plan in the history, then a message should appear telling the user to choose a Test Plan.
