As a user, I am notified when a preceding test run is successfully completed by another person so I can test the next one that is assigned to me.

In a Test-Execution, several tests may be tested by different people. We want to notify the next tester that the previous testcase was completed successfully and they can now test, via email (and ideally via JIRA notifications).

Users shall be notified only if a specifc Xray setting is enabled, and upon the transition to a final test run status and if the next test run is assigned to a different person and has not yet been started.

There must exist a setting in Xray in order to enable/disable this notification.
