import steps is not able to import attachments using the CSV from the exported steps

Since Xray v3.5.0, Xray supports exporting manual steps to CSV and direct import from CSV from this file.

All 3 major columns are supported: step, data, expected result.

Now, if the export includes attachment, then the import will ignore them.

Xray should be able to import the attachment from an URL provided in this 4th column, and should also support credentials like
