As system, I send appropriate notifications when the status of a Test Run is changed to a final status

As system, I send appropriate notifications when the status of a Test Run is changed to a final status, in a Test Execution.
The users to notify should be the Test Execution assignee, reporter and the watchers.

A setting should exist for defining which Test Run statuses the notification should be sent for.
