When importing Test steps from csv, the csv delimiter field is not being validated

When importing Manual Test Steps, if the csv delimiter field is left empty the system will return an ArrayIndexOutOfBoundsException exception.

Before submiting, the system must validate if the csv delimiter field is not empty and present an error to the user if empty.
