After creating a Test in a folder and then creating Test Set from the same folder the Tests are not associated

Steps to reproduce:

• Right click a folder of a Test repository
• finish creating test
• Immediately right click the same folder
• click Create Test Set
• on the create issue dialog, the Test Set tests will be empty

This does not happen every time. Only half of the attempts seem to have this behaviour.
